The corpse of a yet to be identified man, who was allegedly "struck dead by lightning", has been abandoned at the Berger area of Lagos.

The corpse was abandoned at the Berger lay-by, along the Lagos-Ibadan Expressway.
According to eyewitnesses, the man was struck by lightning during a heavy rainfall on Saturday.

A man, who identified himself only as Akeem, told The Punch that the incident happened when the man was trying to cross the expressway.

He said, “The man was struck by lightning on Saturday. When the rain was falling, there was a lightning which was followed by a thunder clap. Later, I heard some people shouting. I went there to see what happened; and this man was lying there. He was dead.”

Another eyewitness, Olamide Niyi, said he was not sure of what led to the man’s death, but the residents of the area had alerted the police.

Local Government's Marriage Certificates Been Declared Illegal By Lagos High Court

A Lagos High Court has barred local government areas from conducting marriages henceforth. The court, in a judgment, declared that Local Government Unified Marriage Certificate was unknown to law and therefore unconstitutional, null and void.

A Certified True Copy of the judgment by Justice I. O. Harrison of Court 37, General Civil Division of Lagos Judicial Division, was dated May 15, 2017.

The plaintiff, Olamide Babalola, representing himself and other recipients of modified marriage certificates from the local governments, had dragged the Ikeja Local Government and Registered Trustees of Association of Local Governments of Nigeria before the court over the modified marriage certificate issued by the first and second defendants.

The plaintiff had sought a declaration that the first defendant did not have the powers to issue modified or customised marriage certificates different from the one provided in Form E under Section 24 of the Marriage Act Laws of Federation of Nigeria, 1990.

Babalola also prayed for a declaration that the second defendant’ s Local Government Unified Marriage Certificate was unknown to law and unconstitutional.

He equally wanted a perpetual injunction restraining the defendants, their agents, officers, employees and representatives from further issuing modified or altered marriage certificates apart from the form as provided under Form E (1 st schedule) and Section 24 of the Marriage Act, LFN, 1990.

Harrison, in her judgment, declared that the first defendant did not have the powers to issue modified or customised marriage certificates different from the one provided in Form E under section 24 of the Marriage Act.

She said, “The court thus orders as follows: declaration that the second defendant’s ‘Local Government Unified Marriage Certificate’ is unknown to our law, unconstitutional, null and void.

“A perpetual injunction, restraining the defendants their agents, officers, employees and representatives from further issuing modified or altered marriage certificates apart from the form as provided under Form E (1st schedule) and Section 24 of the Marriage Act, LFN, 1990.

“A perpetual injunction, restraining the second defendant, their agents , officers, employees and representatives from further issuing Modified Local Government Unified Marriage Certificates."

Citing Imunze vs Federal Republic of Nigeria , 2014 LPELR 22354 (SC) and Onochie vs Odogwu , 2006 Nigeria Weekly Law Report, (Part 975) 65, Harrison stated that while registration of marriage is regulated by local government being under the concurrent list, formation of marriage is under the exclusive list within the domain of the Federal Government regulated by the Federal Ministry of Internal Affairs - item 6 of 2 nd schedule of 1999 constitution.

The judge pointed out that a marriage had been declared invalid by the Supreme Court on the grounds that it was not in line with Form E as provided by the Marriage Act.

“ It is thus trite that the local and state government cannot make separate arrangements outside that provided for in the Marriage Act, that is Form E,” Harrison ruled.

The court however added that the marriages conducted by local governments and issued with the certificates, which are not in conformity with Form E, “ will by virtue of Section 34 of the Marriage Act be regarded as good and valid in law to all intents and purposes.”

It “believes that there should be a re - issuance of the proper certificate to all persons in possession of the ‘invalid' certificates.”

The judgment read in part;
“The court will further consequentially order that all such modified marriage certificates issued by the first and second defendants be surrendered to the appropriate local government where the marriage was conducted and appropriate certificate , in line with Form E, should be reissued to the claimants herein and all other concerned persons.”

The judge said the second defendant and its branches issued their own form known as the Local Government Unified Marriage Certificate, which was also issued to the claimant by the first defendant.

Following the judgment, the Federal Government has written to the various embassies in the country not to recognise marriages conducted by local governments.
Director of Press, Ministry of Interior, Willy Bassey said the judgment is a welcome development.

A Suspected Dealer of Expired Products Been Arrested In Lagos By Nigeria Police and SON (Photos)

The Standard Organization of Nigeria in collaboration with the Nigeria Police Force on Saturday arrested a man suspected of dealing in expired household items.

The arrest followed a tip-off which led the agency to discover a twin three-storey building in Kirikiri, both of them stocked with imported items long expired and the expiry dates post dated to enable sale.

The buildings reportedly belong to Julf Ventures Nigeria Ltd and was first discovered in March 2017 before arrest was made this Saturday.

The Director-General of SON, Osita Aboloma, who was represented by the Director of Inspectorate and Compliance, Bede Obayi, briefed reporters following the arrest.

Channels reports that Aboloma promised that the agency would ensure they trace the substandard products that had already left the warehouse and commended the Lagos State Government for its prompt response in sealing up the building.

“We acted on the intelligence we received from well-meaning Nigerians. You can see the volume of expired products here and imagine their implications on our society in terms of health issues. When somebody buys expired cream, what does it show? You are applying cream that the active ingredient had gone and that may cause reactions on the skin.

“We promise Nigerians that we will carry out investigation and ensure that the products that have left the warehouse to different shops all over the country are properly traced and withdrawn from circulation. Due to the support of other regulatory agencies and the Nigeria Police Force, we were able to discover two other warehouses belonging to the same company based on a tip-off,” Aboloma said.

NAFDAC'S Director of Investigation and Enforcement, Mr Kingsley Ejiofor, condemned the act of churning out substandard product to the public and described it as an “illicit trade by unscrupulous Nigerian importers”. He continued to praise SON and the Police for arresting the importer and asked for increased support in tackling the importation of fake and substandard goods into the country.

Police Arrested Teachers For Allegedly Using Human Parts For Ritual

The Ondo State Police Command has arrested two teachers identified as Blessing Omowera and Sola Kalejaye for allegedly using human parts for ritual purpose.

According to police, the duo allegedly collected the fingernails and blood of the pupils of Heritage Nursery and Primary School, Ondo town, Ondo State.

While Omowera works at the nursery and primary school, Kalajaye, is said to be a teacher in a secondary school in the town.

It was gathered that when one of the pupils got home, she informed her father what the teacher did to her in the school, and the parents reported the matter at the Ondo Area Command, Ondo.

The victims are both three-year-old.

The Police PRO for the state police command, Mr. Femi Joseph, explained that Omowera called the two pupils and cut their fingernails under the pretence of cleaning them up.

The PRO also said as the suspect was cutting the finger nails of the pupils, she intentionally cut the hands of the victims to bring out blood. She then cleaned the bloodstained hand with a cloth.

Joseph said, “We were informed that after the suspect (Omowera) had cut the hands of the pupils, she cleaned up the blood with a cloth and took both the blood and fingernails away.

“After she was arrested, she confessed that she was sent by somebody who wanted to use the blood and fingernails for ritual purposes; that was why we arrested the sender (Kalejaye).”

The police spokesman noted that Omowera had already been charged to court, while Kalejaye was still in custody undergoing interrogation.

“He (Kalejaye) too will soon be charged to court,” Joseph said.

The father of one of the pupils, Ambrose Akinnodi, called on the state government and human rights activists in the country to assist his family in ensuring that justice is served.

It was gathered that the two pupils had been withdrawn from the school.

"APC Has Nothing To Celebrate About After 2 Years" - PDP

The People’s Democratic Party has attacked the ruling All Progressives Congress, saying the party has nothing to celebrate two years after took over the mantle of leadership.

The National Publicity Secretary of the Senator Ahmed Makarfi-led National Working Committee, Dayo Adeyeye, in a statement on Sunday claimed that the APC-led Government was marked by highhandedness, crass ineptitude and lack of tolerance for the opposition.

He said the APC had endangered democratic foundation laid by the PDP which enabled the opposition to win elections.

Adeyeye said that the activities of the ruling APC were suggestive of a bleak democratic outing for the country in the 2019 elections.

He lamented that Nigerians had nothing to celebrate as the APC “has plunged the vast majority of the people into this two years of despondency, ambiguity, repressed and depressed condition.”

He said, “Beginning with the issue of corruption in this discussion is critical in line with the APC/President Buhari’s ‘Change Agenda’ and ‘hype in corruption chase’ which has left sour taste given the dishonesty and charade that have characterised the actions of this government so far.

“For the record, ‘corruption’ is endemic in our system since the military era and using it to whip up citizens’ sentiments is absurd while playing ignorant of honest achievements made by the PDP government to combat this alarming menace.

“The question is what has the APC done to fight corruption? Nothing! Yes indeed nothing except noise, hounding, torturing, flouting of court orders and vilification of opposition leaders and members in and out of courts; incarcerations without proving anything; harassments, intimidation, indiscriminate arrests and detention of judges in order to cow them to desecrate the judiciary and deny the people justice; promote gestapo state and by extension, kill democracy.”

He added that Nigerians and the international community had lost confidence in the Independent National Electoral Commission as the APC allegedly prevented it from performing its electoral responsibilities without interference.

On the economy, Adeyeye said that President Buhari’s utterances during his visits to foreign nations scared away investors who had withdrawn their money from the country which had earlier attracted $20bn worth of investors in three years.

Police Arrested Married Woman For Allegedly Selling 4 Of Her 5 Children (Photo)

The police have arrested a housewife and detained her at Area M Command, Idimu for allegedly selling four out of her five children to different people without the knowledge of her husband.

The wife simply identified as Vicky was arrested following a petition by her husband to the Area Commander, Assistant Commissioner of Police, ACP Austines Akika.
Police sources said the suspect was selling the children one after the other and successfully sold four, remaining just a child. What is her mission?

According to PM Express, she lied to her husband that she took the kids to their relation until the husband later discover she has sold them to some undisclosed buyers.

The secret came to the open recently after she sold the last child for N400,000 and her husband was tipped by their neighbour who knew about it.

Thus, the husband reported to the police and she was arrested and detained at the Command Cell.

She was said to have already confessed to the police while efforts were already being made to rescue the children and arrest the buyers.

However, investigations revealed the illegal sales without her husband knowing happened because the man, who rented an apartment in Idimu area of Lagos, was working outside Lagos, where he stays during the week and only return home weekend or monthly.

It was gathered while the husband was away, the woman plotted to be selling the children and deceived her husband they were taken to their relations.

It was learnt that the husband's efforts to locate the relations where the wife claimed she took those children to was fruitless.
This makes the man to be suspicious before her acts were finally exposed.

As at the time of this report, the wife was still detained at the cell.

Police detectives are going after the buyers.

"Nigeria Former President, Goodluck Jonathan Government's Bad Spending Habit Is The Cause of Recession" - Ex CBN Governor Soludo

A former governor of the Central Bank of Nigeria (CBN), Prof Chukwuma Soludo, has attributed the prevailing economic woes facing Nigeria to the wrong choice of economic policies by the government.

Soludo disclosed this while speaking at an international conference organised by the Department of Business Administration of the Nnamdi Azikiwe University (UNIZIK) in Awka, Anambra State.

The theme was: Managing a recessionary economy: Options for Nigeria.

The major cause of the recession the country is facing, Soludo said, is as a result of what he called “bad habit of borrowing” at a period the country was in boom.

He blamed the past administration for plunging the economy into a glitch, saying the government did not act on time to save the situation.

Soludo, a professor of Econometrics, criticised the Treasury Single Account (TSA) policy, which, he said, stifled the economy further because it channelled public sector funds to the CBN.

He expressed optimism on the possibility of the country coming out of the recession. He said managing a recessionary economy did not require rocket science, noting that Nigeria could overcome the current economic setback faster if the government put in place appropriate policies.

He said: “Huge spending by government was one of the ways of solving the economic problem, but two wrong steps by the current government ruined that opportunity. They brought in the TSA and channelled funds into one account that did not allow spending. They also fixed the price of foreign exchange. These are things you do not do when a country is in economic crisis.”

The former CBN boss stressed that the recession was sown by the last administration but became obvious one year into the tenure of the present government. He said it would not have degenerated but for the inability of policymakers to rise to the challenge.

He said the recession happened because the Goodluck Jonathan administration failed to save earnings from crude oil sale when there was unprecedented boom in oil prices.

He said: “Poor ideas transcended over superior ideas, and we went into recession which was slightly avoidable. That is why academics must be alive to their responsibility of nudging us to reality. If you borrow at a time of boom, what will you do in a time of lack? Even my grandmother in the village knows this.

“At the same time, when we had boom, we had unprecedented unemployment. The problem with Nigeria’s policymakers is that once oil goes up, we take it that it will remain so, and we continue to spend. But once there is a shock and oil prices go down, we just think it is temporary and we start borrowing. Nigeria can be fixed, and what it takes to fix Nigeria is not rocket science.”

Soludo hailed the government’s diversification policy, saying it would save the economy beyond oil and also save it from shocks induced by vagaries of the international oil market.

He also called for fiscal federalism to help the states and local governments live beyond “running to the centre for their sustainability”.

The Vice-Chancellor (VC), Prof Joseph Ahaneku, said the theme captured the economic challenges confronting the country, which, he said, built up through decades of sub-optimal management of the material and human resources.

The VC said the conference was incisive in analysing the country’s economic woes and formulating the possible ways forward. He praised the department for organising the event in line with the school’s tradition of generating academic discourses to proffer solutions to issues of national and international concern.
